Employee Assistance Program

This synopsis is issued in accordance with FAR Part 5.201. The purpose of this synopsis is to disseminate information on a proposed contract action. The US Coast Guard (USCG) intends to award a Firm-Fixed-Price Purchase Order, on a noncompetitive basis, to EAP Consultants LLC for Employee Assistance Services, Unique Entity ID: WLLYB1XHMJA8, CAGE/NCAGE 0K9F3.

This intended contract action is under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures apply.

This requirement calls for the provision of fully integrated Employee Assistance Program (EAP) and Work-Life services for all U.S. Coast Guard (USCG) employees (civilian and military) and their eligible family members. The EAP is designed to assist organizations in addressing productivity issues and employee clients in identifying and resolving personal concerns including, but not limited to, health, marital, family, financial, alcohol, drug, emotional, stress or other personal issue that may negatively affect job performance.

The Period of Performance will be a 6-month Base Period with three, (3) month options.  The North American Industrial Classification System (NAICS) Code will be 624190 - Other Individual and Family Services, the size standard will be $16M and the Product Service Code (PSC) will be G099. This procurement is a Total Small Business Set-Aside.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS.  A separate solicitation package will not be issued. Interested organizations may submit their capabilities and qualifications via email to Temekka.s.ellis@uscg.mil by COB on November 24, 2023 at 4 p.m. EST. Based upon responses to this notice, a determination by the Government not to award this proposed action is solely within the discretion of the Government. Information received will be considered only for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. No telephone requests will be accepted. Anticipated award date of this intended contract action is 16 Mar 2024.
