The U.S. Department of Veterans Affairs (VA) seeks expressions of Interest for 617 Existing Parking spaces for a term Not to Exceed 20 years in Cincinnati, Ohio.

Notice: This advertisement is a notice of potential opportunity. This advertisement is NOT a solicitation for offers, nor is it a request for proposals. Description: VA seeks to lease 617 parking spaces for a term not to exceed 20 years for use by the Cincinnati VAMC in the delineated area explained below within the Cincinnati, Ohio area. Requested Hours of operation are Monday – Friday 5:30 AM to 9:00 PM excluding Federal Holidays. The NAICs code 812930, Parking lots and Garages, and the small business size standard is [$41.5 million]

Lease Term: Not to Exceed 20 years

Delineated Area: To receive consideration, submitted properties must be located within the following area described below which is bound by the following roads, or must front any of the following boundary lines:

North: Forest Ave

South: E. University, E. Corry St, W. Corry St

East: Harvey Ave, Vernon Pl, Eden Ave

West: Jefferson Ave, Vine St, W Nixon St, Bishop St, Ruther Ave

Additional Requirements:

  1. Offered parking spaces  a one-mile radius of the Cincinnati VA Medical Center located at 3200 Vine St, Cincinnati, OH 45220 are preferred. Parking spaces over 1 mile away a shuttle service SHALL be required. Shuttle Service is required to provide 10 morning pickup times and 5 afternoon departure times. Offeror to indicate whether Shuttle Service is provided or not.
  2. All parking spaces shall be monitored or in a parking lot to prevent security issues.
  3. Hours of operations are 5:30 AM – 9:00 PM Monday thru Friday, excluding Federal Holidays
  4. Standard commercial parking garages with the standard size parking spaces and self-parking capability are acceptable. The garages shall be suitable for motor vehicle parking and shall have exhaust fume ventilation. The lighting in parking garages shall be at least 10-foot candles, 50-foot candles in entrance and exit areas (the standards set by Illumination Engineering Society). Garages shall be reasonably sanitary and free of rodents.
  5. If parking lot is offered the parking area can be paved and striped or runner crush stone. Either type must be well lighted and maintained in good clean condition. Snow plowing and de-icing shall be performed so that snow/ice will not interfere with entering/egress of people and vehicles. If a parking lot is offered the lessor shall make monthly inspections of lot condition and repair as needed.
  6. The lessor shall be responsible for the total administration and operations of the parking garages and/or parking spaces.

SDVOSB and VOSB firms are invited to provide information to contribute to the market research for this project.  SDVOSB and VOSB firms must be registered in VA’s Vendor Information Pages (VIP) site at https://www.vip.vetbiz.gov/.  All business concerns must have the technical skills and financial capabilities necessary to perform the stated requirements.  All business concerns are requested to submit a Capabilities Statement if they are interested in participating in this project.  A submission checklist and information sheet are provided below for firms to fill out and submit, which will serve as the firm’s Capabilities Statement.
