Description
The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, Maryland, intends to enter negotiations and subsequently award a sole-source, Delivery Order under Basic Ordering Agreement (BOA) N00019-22-G-0009 with BAE Systems Information and Electronic Systems Integrations, Nashua, New Hampshire. The anticipated delivery order is for the procurement of the follow-on efforts required to produce an ALE-55 towed decoy system for integration with the BQM-34S and ALQ-167 pod system for use on full-scale fixed wing aircraft. The contract award is anticipated for third quarter of fiscal year 2025, with an anticipated delivery timeline of 12 months after contract award. The contract will include both Firm-Fixed-Price (FFP) Contract Line-Item Numbers (CLINs) for the production of systems and associated hardware and Cost-Plus-Fixed-Fee (CPFF) CLINs for Non-Recurring Engineering (NRE) efforts that may include non-production hardware deliverables. The BQM-34S is a recoverable, remote controlled, subsonic aerial target used in support of weapons system test and evaluation.
This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implement by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. BAE is the sole designer, developer and manufacturer of the ALE-55 Advanced Off-Board (AOB) Pod and ALQ-167 Fiber-Optic Towed Decoy (FOTD) Pod in support of the Aerial Target systems. BAE is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government’s requirements for the ALE-55 in support of the BQM-34S Subsonic Aerial Target system and ALQ-167 pod system for use on full-scale fixed wing aircraft.
