SOURCES SOUGHT NOTICE FOR NAVAL SURFACE WARFARE CENTER PHILADELPHIA DIVISION (NSWCPD)
SUBJECT: The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is seeking information regarding procurement of eight five (85) Digital Voltage Regulator (DVR) Systems.
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.
Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.

SCOPE: The Naval Surface Warfare Center Philadelphia Division is seeking information regarding the procurement of eight five (85) Digital Voltage Regulator (DVR) Systems. The Digital Voltage Regulator (DVR) system, also referred to as Digital Excitation Control Panel (DEXCOP), is used to provide control of the Ship’s Service Gas Turbine Generator (SSGTG) output voltage. DDG 51 – DDG 112 previously utilized the Excitation Control Panel (EXCOP) to provide control of the SSGTG output voltage. The EXCOP is now obsolete and will be replaced with the DVR system under Ship Change Document (SCD) 13591. The DVR system, a subcomponent of the SSGTG, receives voltage and current sensing signals from the generator output to provide control of the output voltage. Maintaining control of the output voltage is a critical function of the SSGTG without which the generator cannot operate.

Interested businesses are invited to submit capability statements, not to exceed 10 double spaced, single-sided pages in length, demonstrating their ability to fulfill this requirement. Responses and capability statements must address, at a minimum the following:

- Scope: A complete description of the Offeror’s capabilities that would directly relate to the Government’s scope as stated above. Existing technical data sheets should be provided if available and any details on customer required interfaces would be helpful but is not required if not available.
- Authorized Reseller: Offeror must provide verification that they are an authorized reseller of the Digital Voltage Regulator (DVR) Systems, Part Number 509-01113-00. The Original Equipment Manufacturer (OEM) is Kato Engineering, Inc.
