Description

Naval Information Warfare Systems Command (NAVWAR), Naval Information Warfare
Center (NIWC) Atlantic and NIWC Pacific plan to attend the Information Warfare
Research Project (IWRP) Consortium Quarterly Industry Day on Tuesday, August 16,
2022, from 1000 to 1700 EST. The event will include technical briefs, one-on-one
breakout teleconferences and round table discussions.
Technical briefs will include a variety of information warfare research technology focus
area topics. It is anticipated that the topics will be the basis of upcoming Requests for
Prototype Projects (RPPs) to IWRP consortium members. This is not a RPP, but for
planning purposes only. A project will not be awarded from this announcement. In order
to obtain more information regarding the projects below, you must be a member of the
IWRP Consortium. For more information on becoming an IWRP consortium member,
please visit https://www.theiwrp.org. The purpose of this announcement is to provide
members of the IWRP Consortium and industry advanced notification of the
government's intent.
The government anticipates three (3) RPPs for white papers, enhanced white papers or
full proposals to be solicited via N65236-22-9-0001. RPP topics will include a technical
brief and one-on-one break-out teleconferences. The RPP topics consist of the following:
1) 23-HQ-1313 Digital Modular Radio (DMR) 1000 watt High Frequency Power
Amplifier: The Government seeks a prototype of a modernized power amplifier, which will
be used to interface with existing hardware, be controlled by the DMR, and operate at
the required modes and protocols. The prototype power amplifier will replace an existing
legacy amplifier.
2) 23-PAC-1314 - High Gain Narrow Band (HGNB) Antenna: The HGNB prototype
project intends to create an antenna enabling capability for PMW-120. A successful
prototype HGNB antenna would be able to satisfy high priority missions desired by fleet
users. If the prototype is successfully developed, produced, and fielded, it may transition
to production as soon as FY24.
3) 23-LANT-1333 Tactical Edge Multi-link Antenna Solution: The government seeks
a prototype that includes providing the minimal amount of antenna apertures to connect
to various communications links to optimize Size, Weight and Power (SWaP)
requirements at the tactical edge.
The government will be presenting two (2) Technical Collaboration Exchange (TCE),
which will include a short brief and round table discussions. The TCE topic consists of the
following:
1) USTRANSCOM Dynamic Network Automation (DNA): The government would like
to discuss a system solution that will provide a cryptographically secured network of
decentralized databases for mission-critical commercial logistics. The system solution will
need to provide granular access control to create or update transactions based on a
user's role.
2) Mass Notification and Muster Capabilities: The government would like to discuss
a solution that utilizes Amazon Connect too mass notify a user base and allow users to
utilize text and/or a phone number to Muster their status. Intent is to utilize only AWS
service offerings.
