GENERAL STATEMENT:
This is a combined synopsis/solicitation for commercial items issued by the Air Force Research Laboratory/PZLEQ, Wright-Patterson Air Force Base, Ohio. This announcement constitutes the only solicitation being issued for the requirement described herein.

LISTING/DESCRIPTION OF ITEMS:

USAFSAM/ET requires four (4) Laerdal brand SimMan Essential human patient simulators and accessories to replace outdated simulators currently in use.
- Requires direct compatibility to the Zoll 731 ventilator (no adapters).
- Requires direct compatibility to the ASL5000 lung solution (no adapters).
- Must have the ability to generate consistent specific elevated peak pressure alarms on the Zoll 731 ventilator while connected to the mannequin.
- Must have the ability to generate reliable plateau pressure measurements with an end-inspiratory hold on the Zoll 731 ventilator to convey the specific lung pathophysiology with the mannequins.
- Must have the ability to utilize PEEP titrations up to 20 of PEEP with the Zoll 731 ventilator connected to the mannequins.
- Must have the ability to consistently trigger the ventilator by creating a drop in pressure mimicking the patients' diaphragm contracting while connected to the Zoll 731 ventilator.
- Must have the ability to allow the endotracheal tube to be fully inflated to the required 20-30 cm/H20 without trapping air in the mannequin and creating false peak pressure alarms on the Zoll 731 ventilator.
- Must have the ability to generate a delayed exhalation and air trapping from pulmonary disease states like COPD/Asthma from the mannequin with the Zoll 731 ventilator.
- Must have the ability to consistently handle minute ventilations exceeding 15 LPM without trapping air dynamically in the mannequins lungs while connected to the Zoll 731 ventilator.
- Must be able to simulate patient-ventilator synchrony issues, air trapping, ventilator triggering, and evidence of a ready-to-wean patient.
- System must be able to be used to complete training of the American Heart Association (AHA), European Resuscitation Council (ERC) Advanced Cardiac Life Support (ACLS) Course.
- System must also interface with the EMS Learning Management System.

EVALUATION OF OFFERS:
The provision at FAR 52.212-2, Evaluation -- Commercial Items (Oct 2014), will be used to evaluate quotes received.
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:

(2) Technical Acceptability
(a) In order for this quote to be considered “Technically Acceptable” it must meet all specification requirements in the above Item Description.
The Government reserves the right to award all, some, or none, of the items listed in this solicitation. The Government reserves the right to resolicit if results garner only one qualifying quote, if it’s determined to be in the best interests of the Government.
OFFEROR REPRESENTATIONS AND CERTIFICATIONS:
Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Feb 2021), with your quote.
- If offeror has completed annual representations and certifications in System for Award Management (SAM), then only paragraph (b) needs to be submitted with quote.
- If offeror has not completed annual representations and certifications in SAM then paragraphs (c-v) need to be submitted.
