PRE-SOLICITATION NOTICE FOR

MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)

EGLIN AFB, HURLBURT FIELD, & TYNDALL AFB, FLORIDA

The Air Force Test Center’s intent is to issue the pre-solicitation notice and provide DRAFT Section L, Instruction to Offeror and DRAFT Section M, Evaluation Criteria for the FY22 Multiple Award Construction Contract (MACC), to be performed at Eglin AFB, Hurlburt Field, and Tyndall AFB, FL.  The purpose of this DRAFT release of Section L and Section M is to obtain comments and questions from industry to assist the Government in the further development and definition of this requirement in preparation for a future finalized solicitation.  Please provide comments and input on Section L, Instruction to Offeror, Section M, Evaluation Criteria, and Task Ordering Procedures including On Ramping and Off Ramping.  NO PROPOSALS ARE BEING SOUGHT AT THIS TIME. 

The resultant contract is anticipated to be a five (5) year multiple award contract to provide Construction Services in accordance with the Statement of Work dated 20 Jul 2021. 

The future finalized solicitation is anticipated to be solicited as a Total Small Business Set-Aside under the North America Industry Classification System (NAICS) code 236220 with a size standard of $39.5M.

The DRAFT Section L and Section M is hereby posted to the System for Award Management SAM.gov website on Wednesday, 09 Feb 2022 with comments and questions specific to the DRAFT Section L and DRAFT Section M (and applicable attachments) due at 12:00 (noon) Central, Wednesday 16 Feb 2022.  Any amendments to this DRAFT RFP will be likewise posted on this website.  Contractors are advised to check the SAM.gov website periodically for any amendments or future announcements regarding this requirement.  A finalized RFP is anticipated to be posted to the SAM.gov website on or about Monday, 14 Mar 2022 with proposals due on or about 14 Apr 2022.  Proposal suspense information will be contained in the finalized RFP.  A RFP mailing list will not be compiled and documents will not be sent out in paper copy.

All contractors must be registered in the System for Award Management database (SAM.gov) to be eligible for award of a future contract.
