Description

ntroduction: The U.S. General Services Administration (GSA) is seeking qualified contractors capable of providing operation, maintenance, and repair services for High/Low Voltage and Solar Systems. This procurement is under NAICS Code 238210, Electrical Contractors and Other Wiring Installation Contractors.

Scope of Work: The services include operating, maintaining, and repairing exterior electrical distribution systems at the Denver Federal Center (DFC) in Lakewood, Colorado. This contract must comply with local and federal codes, including the National Electric Testing Association (NETA) and the National Electric Code (NEC). The DFC is supplied with 115kV power from Xcel Energy, which is reduced to approximately 15kV at the main substation and distributed to other transformers, delivering 480/240V to the DFC buildings. A high voltage electrical foreman with experience in operating and maintaining substations is required. The contract also covers maintenance of an 8-megawatt solar system, in compliance with all applicable codes.

The contract will be firm-fixed-price, with a 10-month base period and four one-year option periods. A transition period from January 1 to January 31, 2025, will be provided at no cost to the Government. The performance period is expected to begin on or about February 1, 2025. Contractors must be based in the Denver metro area due to a one-hour emergency response time requirement.

Workload Estimates:

The site includes approximately 623 acres of equipment and systems. Equipment and systems include, but are not limited to:

  • 115,000-Kilovolt Overhead Lines And Switchyard
  • 15,000-Kilovolt Substations (voltage is approximate)
  • Substation Equipment And Meters
  • 15,000-Kilovolt Underground Distribution Systems (voltage is approximate)
  • Transformers And Low Voltage Systems
  • Switchboards And Motor Starters
  • Approximately 8 Megawatts Of Grid-Tied Photovoltaics
  • Approximately 350 Light Poles (see bidders library)

Indefinite Delivery/Indefinite Quantity (IDIQ) Component: The contract will include IDIQ task orders for repairs costing between $1,000 and $250,000, awarded as needed.

Pre-Proposal Site Visit: A pre-proposal site visit will be held on Tuesday, November 12, 2024, at 12:00 PM at Building 41, 2nd Floor, Ambassadors Desk, Denver Federal Center, Lakewood, Colorado. All attendees must sign in at Entrance Gate 1 on the east side of the center. Participants must arrange their own transportation and park in designated visitor areas. No questions will be answered during the tour. All questions must be submitted by email to Laura Magee at laura.magee@gsa.gov.

Offerors are encouraged to participate in the tour to familiarize themselves with the site and conditions. Failure to attend does not relieve offerors of their responsibility to accurately assess the complexity and cost of the services.
