Description
This is a combined synopsis/solicitation. U.S. Customs and Border Protection (CBP) Office of Facilities Management and Engineering Directorate (FM&E) is seeking sources for the twice-monthly removal and proper disposal of wastewater from the Charlie 29 TCP water treatment facility’s wastewater collection bladder. The bladder is located at Laredo North (LRN) Charlie 29 IH-35 MM29 TCP (C-29 TCP). The wastewater is from the onsite Public Water System sent to and stored in discharge water bladder (as designed) and needs to be removed from the site and disposed of properly. The place of performance is:

The scope and description of the requirements are included in the attached Statement of Work.
Service Contract Act Wage Determination # 2015-5239 rev. 22 (attached) will apply to this requirement.
Award will be made on a best value, trade-off basis. This will be a firm fixed price purchase order with a one-year base period and four (4) one-year options.
Vendors must submit:
- Written technical proposal stating in their own words that the vendor understands and will fulfill all requirements in the Statement of Work, has working knowledge of applicable rules and regulations, as well as addressing sections 4.3.4 and 4.3.5 regarding training and experience. Written submission must be three (3) pages or less.
- Past performance information sufficient to identify and describe their current and previous experience in industry or Government (Federal, State, or local) in similar projects (size and scope) such as described in the Statement of Work. At least three current/previous contracts must be identified with the following information: project or contract title; contract number; contract type; date of contract award; period of performance; total contract value (including options); contracting agency or firm with point of contact, address, and telephone numbers; listing of major problems encountered during contract performance and corrective actions/solutions rendered. Quoters who are newly formed entities without prior contracts should list contracts and subcontracts on which proposed key personnel were employed. If a subcontract, provide name of the prime contractor with name of the contract administrator, address, and facsimile and telephone numbers. Identified contracts should demonstrate quoter's experience/abilities to work successfully on contract work such as covered in the Statement of Work (SOW).
- Completed price submission - must be on attached Excel sheet. Price quote shall include all cost(s) associated with tasks such as labor, parts, shipping, materials, travel, equipment, and any other cost(s) associated with completing the project according to the SOW requirements.
