Description
FISH FEED BPA - NATIONAL, FWS
This synopsis is hereby issued in accordance with FAR Part 5.203(a) in response to the mandatory 15-day notification before issuance of a solicitation.
This is NOT a request for proposals (RFP), Request for Quote (RFQ) or Invitation to Bid. The intent of this pre-solicitation synopsis is to request industry comments for 140F0422R0009 for a Nation Wide 10 year Fish Feed BPA.
The proposed contract will be a Multiple Award BPA in support of Nation Wide requirements for Fish Feed. See attached document.
Additional information:
1. Evaluation factor to be accepted into the BPA is:
A statement that the fish food your firm provides has been fed on a mass scale in the past 3 years (or extensive industry accepted testing has been done) and shown to produce no ill effects, contains the necessary nutritional requirements to maintain the fish in a healthy condition without supplemental feeding of any kind. The feed will be formulated such that it is highly digestible to minimize nitrogen and fecal solids loss to the rearing water.
A statement that your firm is the manufacturer of the provided feed and not a reseller of fish feed. The address of the production facility will also have to be provided.
Evidence that analysis testing for correction of specialized fish feed has been performed in the past 6 years.
2. The anticipated submission packet will request for the vendor to submit a pricing list of all feed and additional medication and/or vitamin supplements. Pricing to be valid for 6 months.
3. Shipping costs will be priced separately at time of order.
4. If product can only be provided to certain states, the packet must state which states. Feed production window must also be provided (ex. May-July for X feed).
This is an opportunity for industry to comment on the Specifications document, Evaluation Criteria, and Submission packet. This is not a solicitation.
Submit questions and comments to edit the document or submission package requirements to the Contract Specialist at Robert_Sung@fws.gov by 5/12/2022 at 10AM Pacific Time.
Earlier submissions of comments will provide more time for the vendors to review the proposed changes prior to solicitation.
