Description

The U.S. General Services Administration (GSA or Government) is requesting proposals for the supply of all electricity supply commodity components up to the Delivery Point as specified in Attachment 3 of this solicitation for Federal facilities located in the Ameren Local Distribution Utility (LDU) service territory within the state of Illinois. The Delivery Point for such electricity shall be the independent system operator (ISO)/utility interconnect for the specific facilities identified in Exhibit 1 of this solicitation. The LDU will then distribute the electricity to the Government’s individual meters. Pricing is to the Delivery Point and shall include all cost components specified in Attachment 3 of this solicitation. The Contractor shall supply the full requirements of such electricity for a term of thirty-six (36) full monthly billing cycles for accounts included in this contract. The Contractor shall bill in accordance with Attachment 3 of this solicitation. The Government has placed its requirements into three  (3) Pricing Groups, as indicated in Exhibit 1. The service start date for all accounts shall begin with the first utility meter read date as specified by the utility for the month of April 2024 as noted in Exhibit 1.

GSA will hold a pre-bid call at 2:00 PM EDT on September 19th, 2023 to provide offerors the opportunity to ask questions. The call-in number is 1 (347) 343-2605, conference ID number 766576243.

All questions regarding technical proposal submissions, terms of this solicitation and pricing products and terms must be submitted in writing to Mark2.West@gsa.gov, ky.nguyen@gsa.gov and  Bonnie.Bueter@gsa.gov no later than 3:00 PM EDT on September 21st, 2023.

Offeror must submit one (1) original technical proposal with signatures on all documents as required. Evidence of Technical Qualification must be received no later than 3:00 p.m. EDT on October 5th , 2023. E-mail, do not mail, submissions of the Evidence of Technical Acceptability to Mark2.West@gsa.gov,  Ky.Nguyen@gsa.gov and Bonnie.Bueter@gsa.gov. Only email submissions will be accepted and the e-mail must be marked as RFP 47PA0723R0007. Note that GSA will not accept submissions via file servers or other means where GSA is required to download part or all of the technical proposal submission from the offeror’s site or a third-party site.
