Force Trim Relay (WIA 5&12)

The Naval Air Systems Command (NAVAIR) Patuxent River, MD intends to issue a Cost-Plus Fixed Fee delivery order under the Basic Ordering Agreement (BOA) N00019-21-G-0012 with Bell Textron Inc., Fort Worth, Texas 76118 on a sole source basis. This delivery order will procure Non-Recurring Engineering (NRE) tasks including product drawings and retrofit Kit drawings in support of an Engineering Change Proposal (ECP). The Contractor shall perform NRE including design engineering, manufacturing, manufacturing engineering, logistics efforts, program management, and fabrication/delivery of two (2) WIA 5 (UH-1Y) and two (2) WIA 12 (AH-1Z).  This effort will be Step-One of a Two-Step (ECP).

This requirement is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204 (a)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”  BTI is the sole designer, developer and systems integrator of the H-1 series Helicopter.  As such, BTI is the only known responsible source with the knowledge, in-depth experience, technical data, tooling and test equipment required performing this effort within the required schedule.  The Government does not currently own the technical data, nor possess the requisite license rights necessary to compete the Force Trim procurement. The estimated timeframe to qualify another source and develop the technical data for the requirements herein is eight (8) years based on historical UH-1Y/AH-1Z Upgrades data and, as such, an award to another source would result in an unacceptable delay in providing the supplies. The Force Trim is a top readiness degrader and speed to fleet distribution is essential. Companies interested in subcontracting opportunities should contact BTI directly.
