Description

******************PROPOSAL DUE DATE IS EXTENDED TO 25 MARCH 2022******************

The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract that consists of Maintenance Dredging of the Delaware channel. The rock removal will be performed in accordance with the requirements shown below.  Contract period of performance shall have a deadline date of 31December2022.

-The solicitation will result in award of a firm fixed price contract utilizing Best Value – Trade Off procedures.  L&M Sections are included in the solicitation.

- There will be no federal disposal areas for the disposal of the rock material.  The Delaware River artificial areas reef sites will be the designated open water placement sites.      

- The Water Quality Certificate is issued through the Nationwide Permit 16 (2017) by the State of Delaware.   Delaware has generically issued WQC and CZM for this nationwide permit.  This applies to all federal projects and O&M dredging in waters of Delaware and is valid for 5yrs. 

-The contractor will be assessed liquidated damages for each of delay.

-The Corps will perform after dredge surveys for each section acceptance.  The contractor will be required to request surveys three working days advanced notice of the requested after dredging survey for acceptance.  The Government will have three to five days to review results of acceptance/clearance survey.  Survey control data sheets will be provided by Survey Branch

-Estimated cost range of the project is $5,000,000 to $10,000,000.
