Description

This is a formal Request for Proposal (RFP) and combined synopsis/ solicitation.

Proposals are due not later than 3:30PM Eastern Standard Time (EST) on 08 January 2024. The purpose of this RFP/ solicitation is to fulfill requirements for Foreign Military Sales (FMS) case CO-B-VHJ for the country of Colombia.

Requirements are for Ceragon and Nokia brand hardware/ supply equipment; Related services are included.

Award shall be made on a Lowest Priced Technically Acceptable (LPTA) basis. The Government intends to award one (1) contract to the responsible offeror who is technically acceptable and has the lowest price.

To be considered "TECHNICALLY ACCEPTABLE", the offeror shall propose/ provide ALL required hardware/ supply equipment and perform ALL required services; Offeror(s) shall confirm their intent to meet or exceed ALL requirements of this solicitation and the Performance Work Statement (PWS) within the attached Solicitation release document W91CRB-24-R-5009.

Offerors shall submit proposal(s) and questions to Contracting Officer Andrew C. (Andy) Mitchell. EMAIL: andrew.c.mitchell1.civ@army.mil. EMAIL your proposal(s) with attachments in either Microsoft Word or Adobe Portable Document Format (.pdf). Reference SOLICITATION W91CRB-24-R-5009 in the email subject line. Submit questions to the same email address. We will only communicate in writing via email.

Information and documentation submitted in response to this RFP/ combined synopsis/ solicitation WILL NOT BE RETURNED. Please DO NOT SUBMIT CLASSIFIED MATERIAL(S). Any submission(s) marked corporate or proprietary will be fully protected from release outside the Government.

Offerors shall include:

- Name(s) of primary point of contact (POC) and POCs who will participate in any discussion(s) with email addresses and telephone numbers

- Commercial and Government Entity (CAGE code(s)

- Unique Entity Identifier

- Tax Identification Number (TIN)

- The structure of any anticipated subcontracting arrangement(s)

Offerors shall confirm that they are currently registered to do business with the Government via the System for Award Management (SAM) and not on a list of entities not able to do business with the Government.

The Government will not pay for costs associated with proposal preparation and submission. Proposed cost(s) shall address the requirements of FMS Case CO-B-VHJ and SOLICITATION W91CRB-24-R-5009, only.
