The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with the University of Miami.
The requirement is for the procurement of a service agreement for the evaluation of 6SHG/EM1 as a treatment for spinal cord injury-induced neuropathic pain.
This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements; and VHAPM Part 806.3, Other Than Full and Open Competition less than SAT for Open Market Items. This is because the Government asserts that the University of Miami is the only contractor that can provide the required services without jeopardizing the results of the study.
This study is a continuation of Dr. Floyd s previously conducted studies that were accomplished with the University of Miami. Completing the rest of the study with another institution would render the data incohesive and result in inconclusive data that would not accomplish the goals of the study to develop a treatment for neuropathic pain.
This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contract Specialist no later than Monday, March 28th, 2022, (2:00 PM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
