8 Meter Rigid Hull Inflatable Boats (RHIBs) Overhaul

The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to release a Request for Quote (RFQ) for a firm-fixed price contract for the overhaul of two (2) 8-meter rigid hull inflatable boats (RHIBs). The required work shall take place at the contractor's facility.Thecontractor must possess resources and facilities to perform the work on the island of Oahu. The tentative start date is 2 January 2024 with a tentative delivery date of 28 June 2024. 

This posting serves as a pre-solicitation notice in association with N32253-24-Q-0008. This pre-solicitation notice is issued in accordance with Federal Acquisition Regulation (FAR) 5.201, Synopses of Proposed Contract Actions. This posting is not a request for proposals. Submission of any information in response to this notice is purely voluntary. The government assumes no financial responsbility for any costs incurred. 

This requirement is a 100% small business set-aside. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1,300 employees. The Product Service Code is  J019 Maintenance, Repair and Rebuilding of Requirements: Ships, Small Craft, Pontoons, and Floating Docks. All firms or individuals responding must be registered with System for Award Management (SAM) https://www.sam.gov by the award date. 

The solicitation for this requirement will be posted on or about 17 November 2023. Written offers shall be submitted in accordance with the CLIN structure and instructions tht will be outlined in the forthcoming solicitation, N32253-24-Q-0008. All offers shal be emailed to the primary and seconday point of contact listed in the upcoming posting. Attached to this notice is draft work package HRMC-011-24.

Site Visit: One ship check opportunity will be offered on Tuesday, 21 November 2023, at 0900 HST at the NSWC Facility located on the Island of Oahu. Directions to the location will be provided to those that RSVP.
