Description
This is not a solicitation/request for proposal. The solicitation/request for proposal will be forth coming. When issued the Solicitation/Request for Proposal can be found on the DSCC Bid website at http://dibbs.dscc.dla.mil/rfp/.
The subject requirement is for the acquisition of the 11 NSNs listed below. This will be solicited as an Indefinite Quantity Long Term Contract containing a fixed-price for base years 1 & 2 with price redetermination for the 2 2-year option periods not to exceed 6 years. The solicitation will be Unrestricted with Other than Full and Open Competition. Solicitation will be issued using FAR Part 15 Contracting by Negotiations. Certified Cost and Pricing Data will be required unless multiple competitive offers are received.
NSNs are part of the First Destination Transportation (FDT) program and will be solicited as FOB Origin and I/A Destination and Origin using military packaging. Various Incremental quantities will be solicited. While price is a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. All responsible sources may submit an offer/quote, which shall be considered.
This acquisition involves a consolidation of requirements IAW FAR 7.107-2 and has been determined necessary and justified. The determination will be posted with the solicitation IAW 7.107-5(c).
