Description

USAID intends to issue a solicitation for a Personal Services Contract (PSC) for the Human Rights Advisor position, (position grade equivalent to GS-13 level) for the Justice, Rights and Security (JRS) Team at the USAID’s Development, Democracy and Innovation Bureau (DDI), Democracy, Human Rights, and Governance (DRG) Center.

The JRS Human Rights Advisor will provide technical support to USAID Missions on issues related to human rights (50% functions) and in advancing and/or implementing and monitoring human rights related policies (50% of the incumbent’s functions). 

Regarding support to Missions, the JRS Human Rights Advisor will provide technical assistance to Missions either remotely from Washington or via short-term temporary duty (TDY) travel. The Advisor will provide technical support directly via consultation (e.g. responding to Mission requests for assistance with assessments, designs, identification of best practices, training, etc.) or indirectly through the development and maintenance of field support resources such as the supplemental funds that Missions can access or pre-competed program mechanisms that help Missions establish respond to urgent needs.

In addition, the JRS Human Rights Advisor will serve as an expert technical advisor in the development and interpretation of human rights-related policy and guidance.  The Human Rights Advisor will also be expected to prepare briefings and represent JRS in intra- and interagency fora, including before the National Security Council (NSC) on human rights issues. 

Under the direction of the JRS team lead, supervised by the JRS Deputy (or his/her designee), and in partnership with other JRS team members, the Advisor will work closely with a broad range of internal and external stakeholders, including other DRG colleagues and divisions, USAID staff in other bureaus and operating units, interagency colleagues, and implementing partners.

The position is based in Washington, D.C. and regular (non-remote) telework might be possible. Due to the nature of the policy-related functions of this position, the incumbent will need to attend several inter-agency meetings in-person in Washington, D.C. The PSC should expect to spend up to 25% of her/his time on TDY, including restricted environments.

The duration of the contract period is anticipated to be two (2) year base periods with three optional one (1) year periods for a maximum duration of five (5) years.
