Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the following AN/ALR-56M NSNs:

ITEM DESCRIPTION

The AN/ALR-56M Advanced Radar Warning Receiver (ARWR) continuously detects and intercepts Radio Frequency (RF) signals in specific frequency ranges and analyzes and separates threat signals from non-threat signals. The AN/ALR-56M Weapon System is exclusive to the F-16 Blocks C/D and C-130J aircrafts. It displays threat signals to pilot on a priority basis and provides efficient and effective logistical support to the using command activities for the system.

Impediment to Competition:

The Government does not possess the data or facilities required for accomplishment of this requirement by another vendor. BAE Systems, Cage Code 81413, is the only known source for NSN addressed in this SSS/RFI. BAE Systems possesses the data, skills, and equipment necessary to successfully provide the services required by the Government for these highly specialized items. The Government does not possess the detailed engineering information that would enable a new vendor to successfully develop a production and testing methodology for these items. The fact that the Government does not possess a full data package precludes a full and open competition for the production of items. 

INTEREST

The DLA/AWB Contracting Office intends to award a sole source contract to the vendors discussed above for the manufacture of AN/ALR-56M replenishment spares. Other interested parties may identify their interest and capability in producing any of the NSNs listed above.  Respond to the requirement no later than 10 November 2024 by emailing Mr. Jared Pitts at jared.pitts.5@us.af.mil and PCO Mrs. Christine Smith at christine.smith.20@us.af.mil. Please ensure you specify which NSN(s) you are interested in potentially producing. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One (or a limited number) Responsible Source(s) and No Other Supplies or Services Will Satisfy Agency Requirements.
