Description

The F-35 Lightning II Joint Program Office (JPO) intends to award a sole source contract to Lockheed Martin Corporation, Lockheed Martin Aeronautics Company (LM Aero), Fort Worth, Texas for F-35 non-recurring sustainment support.  The scope being procured under Site Activation and Hardware (SAHW) includes Support Equipment; Interim Contractor Support; Site Activation; Fleet Management; Reliability and Maintainability Improvement Program (RMIP); non-aircraft spares; post ejection survival training (PEST); and Pilot Flight Equipment (PFE). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1) (formerly 10 U.S.C. 2304(c)(1)), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. LM Aero is the original designer, developer, and manufacturer of the F-35 aircraft and is the only source with the engineering capabilities required to provide  sustainment support for F-35 aircraft.

The SAHW FY25-28 contract is anticipated to be awarded during second the quarter of FY2025 supporting the F-35 JPO U.S. Services, Cooperative Program Partners, and Foreign Military Sales Customers. This notice of intent is neither a request for proposal nor a solicitation of offers. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, that will be considered by the U.S. Government. Based upon any responses to this notice, the U.S. Government reserves the right to process this procurement action on a sole source basis.
