Description

COMPETITIVE COMBINED SYNOPSIS / SOLICITATION

Title: Supply and Delivery of Dry Ice (in Pellet Form) for the National Institute on

Aging (NIA) Intramural Research Program (IRP)

 (i)        This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii)        The solicitation number is 75N95023Q00030 and the solicitation is issued as a request for quotation (RFQ).

This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5— Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. The Government anticipates award of a firm fixed-price contract for this acquisition, and the anticipated award date is March 23, 2023.

(iii)       The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-01 dated December 30, 2022.

(iv)       This acquisition is full and open with a small business set aside. The associated NAICS code is 325120, Industrial Gas Manufacturing, and the small business size standard is 1,000 employees.    

DESCRIPTION

(v) Delivery Schedule:

  1. BRC Facility: Delivery schedule of dry ice supply at the loading dock of 251 Bayview Blvd., Baltimore, MD 21224 (i.e., BRC Building) will consist of the following delivery days, times, and quantities:
    • Schedule: Deliver three (3) times per week, every Monday, Wednesday and Friday (9:00-11:00 AM);
    • Holiday Schedule: If a regularly scheduled delivery date falls on a holiday, the delivery shall occur on the next business day (e.g., if a holiday falls on a Monday, the regularly scheduled delivery should occur on the following Tuesday (9:00-11:00 AM); and there are to still be three (3) deliveries in a holiday week (e.g. if a holiday falls on a Monday, there is to be a delivery on Tuesday, Wednesday and Friday) unless otherwise notified;
    • Quantity (estimated): 2,400 lbs. per delivery, 7,200 lbs. total per week, approximately 374,400 lbs. per year.
    • Additional deliveries may be requested up to 385,632 lbs. per year.
  2. TRIAD Facility: Delivery schedule of dry ice supply at the loading dock of 333 Cassell Drive, Baltimore, MD 21224 (i.e., TRIAD Building) will consist of the following delivery day, time, and quantity:
    • Schedule: Deliver one (1) time per week, every Monday (9:00-11:00 AM);
    • Holiday Schedule: If a regularly scheduled delivery date falls on a holiday, the delivery shall occur on the next business day (e.g., if a holiday falls on a Monday, the regularly scheduled delivery should occur on the following Tuesday (9:00-11:00 AM);
    • Quantity (estimated): 500 lbs. per delivery, 500 lbs. total per week, approximately 26,000 lbs. per year.
    • Additional deliveries may be requested up to 26,780 lbs. per year.

Advance Understandings:

  1. Contractor will furnish dry ice bins with dry ice that will be used at the facility drop-off points.
  2. Contractor will deliver the dry ice to the subject locations 1-3 times per week as the need for quantity and frequency of dry ice delivery may change.
  3. For the delivery at the BRC building, the Contractor fills the smaller bins, brought down by individual labs, first and then fills the remaining dry ice pellets into the large bin kept near the BRC loading dock.
