Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to the University of Cincinnati to provide services for developing educational materials and tools for first responders and for conducting focus groups/interviews with first responders and safety officers (police, firefighters, EMS/paramedics, and emergency department personnel) about the adaptability of these educational materials and tools. The vendor has the unique capability to leverage their contacts and partnerships of the first responder stakeholders who participated in prior expert meetings to assess the content validity of the educational materials. The vendor also has the unique capability to leverage the existing relationships with local and regional departments who participated in prior phases of the project to conduct focus groups/interviews with first responders to assess the adoptability of the educational materials and tools that were developed out of their participation and based on the information that they provided in the previous phase or the project. This vendor has established trust with the local first responder community and is experienced with engaging local and regional first responder departments in research projects. The vendor also has specialized expertise with opioid overdose exposures and overdose scenarios that are necessary to complete this work.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
