Description
Notice of Intent:
The Coast Guard intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to Hornblower, Pier # Embarcadero, San Francisco, CA, 94111.
Background and Justification:
The vessel “HORNBLOWER” meets all specifications and requirements needed and is available to schedule within the short window of time afforded before training is scheduled to commence. If the Training is not accomplished as scheduled MSRT WEST Members will lapse in there qualification resulting in MSRT WEST LOSS of Qualified members to fulfill the Unit Mission of SHORT NOTICE MARITIME RESPONSE (SNMR). MSRT WEST has made various solicitations to other vessels and researched into other options has not yielded alternatives.
No other USCG, NAVY, NOAA or civilian vessels in the area are available to conduct this same type of training. M/V HORNBLOWER ship type meets all requirements for length, width, and open deck space. Captains and crews have experience in hosting similar exercise conducted by the USCG, USN and USMC. The ship is capable of readying the vessel to specifications needed on short notice, making it safe for hook and climb, fast roping, close quarters combat with simmunitions, and simulated CBRNE challenges.
GENERAL INFORMATION: Target vessels to conduct Day/Night underway offshore 10-20 Nautical Miles, At-Sea Hook & Climb, Close Quarters Combat tactics with Simmunitions scenarios. Title of Project: USCG MSRT West Day/Night Hook & Climb Insertion, CQC & CBRNE Readiness Exercise Mission Profile
Contractor’s specifications:
Vessel must be at least 120’ feet in length
Vessel must have at least a 12 foot by 12-foot open area deck space
Vessel must have a minimum of 15 feet of freeboard for hook and climb maneuvers
Vessel must be capable to transit a minimum of 10 nautical miles offshore.
The area above the deck space will be free of superstructures, antenna or other obstacles to minimize risk to both the aircraft and the assault team
A flat freeboard that presents no obstruction to the climbers is required
No lips or protrusions from the hull that run the length of the ship
The vessel must be able to accommodate approximately 35 passengers who will serve as safety observers, evaluators and other required training positions.
Vessel must have multiple internal spaces capable of being configured to resemble a Passenger ferry.
Vessel must have at a minimum the following interior spaces: Bridge, Engine Room, Machinery Room, Passenger Seating and areas similar to an offshore supply vessel.
Supporting Information: The Coast Guard Team will deploy members alongside via small boat to hook a ladder and climb up the side of the vessel. Deploy members over vessel via helicopter to fast rope down on the vessel
Protrusions or lips that run the length of the hull would result in hook and climb on the vessel being impractical and unsafe to climbers.
Allow CG Members full access to the ship to facility realistic Team Movement
Allow use of Simmunitions in most spaces within the interior and exterior of the VSL.

This synopsis does not constitute a solicitation, however all responsible sources who believe they can meet all of the requirements may submit a capability statement that demonstrates clear and convincing evidence of capability, addressing the points identified in paragraph (2) above.
If you believe you can provide the items or services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Purchasing Agent, Leilani Sandle at Leilani.d.sandle@uscg.gov referencing notice number 84-23-Q-34269-348 by 03/14/2023 8:00am PST and will be used for future purchases.
A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
