Description

The Naval Sea Systems Command (NAVSEA) is releasing a draft Request for Proposal (RFP) for industry questions and comments. This effort pertains to the performance of Aegis Ship Integration and Test (SI&T) which conducts combat system equipment testing and equipment troubleshooting for the Aegis Combat System aboard new construction Aegis Destroyer (DDG) 51 Class, in-service DDGs 51, and Aegis Cruiser (CG) 47 Class.  This contract also contains scope for allied navy ships under Foreign Military Sales (FMS) programs, AEGIS land-based tactical sites, and Ballistic Missile Defense (BMD) capability upgrades. This effort is planned as a follow-on competition to contract N00024-15-C-5151 which was competitively awarded in September 2015.  

Included in this announcement is the draft sections B, C, F, and J of the anticipated contract, an abbreviated sections L and M, a Terms of Use Agreement (TOUA), and a Bidders Question Submittal Form. 

The Government will make available to potential Offerors a Bidder’s Library containing information to assist in the preparation of a proposal.  

To request access to the Bidder’s Library please submit an executed and valid DD 2345, Military Critical Technical Data Agreement, as well as an executed Terms of Use Agreement (TOUA) in order to receive the CUI documents and obtain access to the Bidder's Library.  Please reference the name of your company and “N00024-24-R-5341 Bidder’s Library Access Request” (without quotes) in the subject line of the message. In the body of the email, provide the name and email address of a company individual who will receive instructions for receiving the Bidder’s Library materials. Please submit your access request email to the Points of Contact listed for this posting. 

The Government will verify the submitted documents and provide the designated company representative access instructions for the Bidder’s Library.  

Industry shall submit their feedback to the contacts listed in the Contact Information section within 30 days from the posting of this draft RFP. Questions regarding these draft documents shall be input into Attachment S-2 Bidders Question Submittal Form included with this posting and emailed to the Points of Contact listed for this effort on SAM.gov 

Responses may be incorporated into the final Request for Proposal (RFP) at the discretion of the Navy.
