Description
The purpose of this Sources Sought Notice is to provide industry with the opportunity to identify themselves as interested sources capable of meeting the requirement of providing Air Freight Services for Government Owned Vehicles (“GOVs”) from the Continental United States (“CONUS”) to locations Outside the Continental United States (“OCONUS”), via commercial carrier (not passenger aircraft, e.g., “Cargo Aircraft”).
The General Services Administration (“GSA”) is seeking industry feedback and interest regarding the shipment of Government Owned motor vehicles from CONUS locations to OCONUS locations, via commercial, non-passenger aircraft.
The information sought herein shall not be construed as a Request For Quote (“RFQ”) or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis of claims against the Government as a result of information submitted in response to this Sources Sought Notice. The Government will not be liable for payment of any preparation expenses in response to this Sources Sought Notice and is no way obligated by the information received. Any costs incurred by interested parties in response to, or as a result of this Sources Sought Notice will not be reimbursed.
Interested sources capable of fulfilling this requirement shall submit documentation addressing all required elements listed herein; providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered or reviewed. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Contractors interested in providing this service shall be registered in the System for Award Management (https://www.sam.gov).
Contractors responding to this Sources Sought Notice shall provide the following information:
- Company Full Name and Address
- CAGE and UEI Number
- Applicable NAICS Code and Business Size*
- *Large, Small, Small-Disadvantaged, 8(a), HUBZone, Woman-owned, Service-Disabled Veteran Owned Small Business, etc.
- GSA Schedule and Contract Number, if applicable
- Point(s) of Contact
Respondents shall advise the Government of pending changes in the business size status. In addition, respondents may provide any additional documentation they consider relevant.
Respondents must be capable of maintaining compliance with any applicable regulations regarding the shipment of motor vehicles with Internal Combustion Engines (ICE), Hybrid Electric Vehicles (HEV), Plug-In Hybrid Electric Vehicles (PHEV), and Electric Vehicles (EV). Information regarding these regulations and requirements can be obtained from the Federal Aviation Administration, and the Department of Transportation.
Request that you provide feedback on each of the following areas of our desired solution:
- Ability to receive and inspect vehicles for damage (pre & post flight)
- Adjudication of claims for vehicles with discrepancies found at delivery/inspection
- Notification and storing vehicles until received by the Government or its Agent
- Preparing vehicles for shipment
- Preparing required paperwork for vehicle transportation/export
- Provide a list of Domestic Port of Origin (Air) and their serviced routes
- International countries and domestic locations that are serviced
