CV-22 SKR JASS INSTRUMENTATION AND FRD 8/9 PORT FORWARD SOFTWARE UPDATES

Naval Air Systems Command, V-22 Joint Program Office, PMA-275 awarded Delivery Order N0001923F0051 under Basic Ordering Agreement N0001920G0007 to Raytheon Company on a sole-source basis for CV-22 Silent Knight Radar (SKR) Joint Services Vertical Lift Aircraft Experimental Avionics System Software Instrumentation and Functional Requirements Document (FRD) 8 and FRD 9 Port Forward Software Updates.

This action was awarded on a sole source basis to Raytheon Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."  Raytheon was awarded a competitive contract for the development and integration of the SKR for CV-22.  This procurement is a follow on to incorporate current CV-22 fleet baselines to the CV-22 JASS SKR baseline.  Raytheon has intimate knowledge of the software design and the updates required.  Additionally, Raytheon has the capability to perform the Final Qualification Testing and write the Software Qualification Status Reports.  As a result, Raytheon is the only source that possesses the requisite knowledge, experience, and technical data to perform the required efforts within the timeline required by the Government, and award of the efforts listed above to any source other than Raytheon would result in an unacceptable delay to fielding the requirement.

This action was awarded as Cost Plus Fixed Fee due to the uncertainties associated with software and technical support tasking. These uncertainties do not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract.
