Description
This is NOT a request for competive proposals. This is a notice of intent to award a sole source contract IAW FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement.
DHA requires a Strategic Partner with whom to collaborate to the maximum extent practicable, and with access to MHS government and supplier data (sensitive and proprietary), installations, costs, funding, strategies, future plans, and equipment. The Strategic Partner requires knowledge of sensitive information regarding external Federal Organizations and must facilitate collaboration between DHA and these organizations, which include at a minimum, the Department of Veterans Affairs (VA), National Institutes of Health (NIH), and Program Executive Office (PEO) Defense Healthcare Management Systems (DHMS).
The objective is to provide acquisition, technical, operational, and management guidance to fulfill PEO Medical Systems/CIO(J-6) strategic objectives and goals of the implementation and evolution of DHA’s modernization programs; to include the new EHR system consistent with DHA strategy and vision for the future.
Defense Health Agency, Professional Services Contracting Division intends to utilize a FFRDC to provice acquisition, technical, operational, and management guidance, to support PEO Medical Systems/J-6 CIO to strengthen its hardware and software acquisition processes, systems engineering and integration posture. In addition, the FFRDC shall provide complex enterprise acquisitions and analytics, technical oversight, guidance, performance management, governance, change management, and monitoring of the development, integration, implementation, and Operation & Maintenance of integrated solutions that support longitudinal health record process from the time the service member transitions from DoD to VA and beyond through a unified EHR system.
FFRDC shall provide the following tasks:
- Strategic Management Support
- Procurement (Support and Evaluation)
- Program and Project Management
- Technical Management Support
- Evaulation and Audit
- Digital Front Door (DFD) Initiative – Journey Mapping and personal development
MITRE, the incumbent, is a DoD sponsored Federal Funded Resrarch and Development Center (FFRDC) and can provide research and analysis per FAR 35.017-3(b)(3).
All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes or proposals. The Government does not intend to pay for information provided in response to this publication. Written responses to this notice must be submitted by 8am EST, 29 May 2024. All interested parties shall submit clear and convincing documentation demonstrating their capablilities to satisfy the requirements listed above to cathryn.o.richburg.civ@health.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's ability to support these immediate requirements. There is no Q&A period for this NOI. A request for documentation or additional information or submission that only ask questions will not be considered as an affirmative response.
