WIARNG Non-Commercial Sustainment Advertising (NSCA) TV and Radio Advertising

Notice of Intent to Sole Source for television and radio advertisement spots for Wisconsin Army National Guard (WIARNG) Recruiting and Retention Battalion through the Non-Commercial Sustainment Advertising (NCSA) through state broadcasting agencies in accordance with (IAW) NGR 601-1, para 7-12.4.

In accordance with Federal Acquisition Regulation (FAR) 6.302-1 the WIARNG intends to award a sole source purchase order to thw Wisconsin Broadcasters Association to provide the WIARNG the ability to advertise at state and local levels using the NCSA program to provide TV and radio announcements IAW the attached Performance Work Statement.    

This contract is to provide the Army National Guard (ARNG) the ability to advertise at the State and local level using both: (1) Public Service Advertising (PSA); and (2) a hybrid between PSA and paid advertising. The primary objective is to reach the Wisconsin Army National Guard (ARNG) target demographic of 17-24 year-olds, then 25-35 year-olds while also targeting Centers of Influence and Very important People (VIP) who can help with the influence of the mentioned target demographic. The anticipated period of performance is 01 MAR 2024- 28-FEB 2027.

The Wisconsin Broadcasters Association (WBA) is the sole organization authroized to execute the NCSA porgram and represents over 450 radio and tv stations throughout the state throughout the state of Wisconsin.

This special notice/intent to sole-source is not a request for quote/proposal.  Any interested party that believes is capble of meeting requirement and is authorized to advertise through the NCSA  and has the same reach as mentioned above may identify themselves and must provide evidence of their capability to fulfill the requirement by 10:00AM CST on 20FEB 2023.  Responses must be submitted in writing to Contract Specialist Curtis Clements at curtis.p.clements.civ@army.mil.  late submissions will not be evaluated.  Telephone inquiries will not be accepted.

 A determination by the Government not to compete this requirement based on responses or lack thereof  to this notice is soley within the discretion of the Government.  Any information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
