Description
Simplified Acquisition for Base Engineering Requirements (SABER – Edwards AFB)
Request for Information (RFI):
1. NOTICE: This is not a solicitation but rather a Request for Information (RFI) to determine potential sources for information and planning purposes only. The Government will not pay for the information requested herein. Only non-classified information shall be provided in your response. Copies of the submitted information may be reproduced for Government review.
1.1 PURPOSE: This RFI is to assist with market research to determine if responsible sources exist, to assist in determining if there are adequate Sub-contractors available to warrant a Multiple Award Contract or if a single source contract is more appropriate. In accordance with FAR 16.504(c), “Indefinite-Quantity Contract,” Multiple Award contracts are preferred over single award contracts. The proposed North American Industry Classification Systems (NAICS) Code is 236220, which has a corresponding Size standard of $45.0M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a) and is anticipating 100% small business 8(a) set aside. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
2. PROGRAM DETAILS: Simplified Acquisition of Base Engineer Requirements (SABER) contracts provide a streamlined means to complete minor construction projects estimated at less than $1M (10 U.S.C. 2805). Contracting personnel and civil engineers adapt their SABER-like acquisitions and processes to meet their local needs or local environment. A SABER contract generally means a fixed-price, indefinite-delivery/indefinite-quantity (ID/IQ) contract which orders are placed. Each order includes detailed task specifications which encompass most types of real property maintenance, repair, and construction work. SABER is generally best suited for non-complex, minor construction, and maintenance and repair projects which require minimal design. Typical SABER projects range from $50K-$500K.
3. INDUSTRY DAYS: Interested parties are invited to attend a possible Industry Day if one is determined to be beneficial to the Market Research process. Please indicate if one is desired.
4. GOVERNMENT REQUEST: Interested parties are requested to submit a letter of interest, brief statement of current capability and responses to the attached Capabilities Questionnaire. The Government will use this information to determine the best acquisition strategy for this procurement. Please limit your submissions to ten pages in PDF or Microsoft Word Format. In order to be considered in this Source Sought, please reply by 3:00 PM PST, June 5, 2024.
