Surgical Instruments Sterilization Service

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency intends to negotiate on a sole source basis (IAW FAR 13.501(a), Only One Responsible Source. The proposed source is Konoike Medical Co LTD, 3-5-24 Niso Minami, Toda City, Saltama 335-0026, Japan.

The requirement is for a contract for the sterilization service for approximately 15,000 government owned surgical instruments per month.

The contractor must provide all services, labor, parts, materials, and equipment necessary for the proper receipt and handling, transport to the sterile processing facility, performance of sterile processing, proper wrapping and protection, quality assurance check performed for government owned surgical instruments to ensure sterilization, and sterile delivery back to US Naval Hospital Yokosuka Japan and its in-house Clinics. All sets will require functional testing during assembly. All sets will be processed according to Advancement of Medical Instrumentation (AAMI) ST79 regulations and guidelines and/or manufacturer’s instructions for use (IFU).

Response time: Contractor response delivery turnaround will be 48 hours from pick-up to delivery.

01 Nov 2023 – 31 May 2024

There are not set-aside restrictions for this requirement.  The intended procurement will be classified under North America Industry Classification System (NAICS) 811210.  This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product.  All capability statements received by the closing date of this synopsis will be considered by the Government.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
