179th OWS Cleaning and Maintenance Services

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W50S8R-23-R-0004 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. This solicitation is set-aside 100 percent for Small Business. The NAICS code that applies is 562211 and business size is $47M. This action will result in a FFP purchase order, utilizing simplified acquisition procedures under Full and Open competition After Exclusion of Sources.

Requirement is for the 179th OWS cleaning and maintenance services; see Attachment 2 Performance Work Statement, for further details.

Site Visit Information:

There will be one site visit at Mansfield LAHM, Ohio. The site visit will be at 1947 Harrington Memorial Rd, Mansfield LAHM, Ohio 44903 is scheduled for 2 February 2023, at 10:00 A.M. ET. Interested parties shall follow site visit registration and attendance instructions.

Due to security conditions, all offerors SHALL register to attend this conference and site visit. Email the following information for all attendees to James Kliewer, at the following address: james.kliewer.2@us.af.mil

This information shall be provided in advance, at least 1 business day prior to the site visit, in order to ensure access to the military base.

Visitors shall arrive no sooner than 30 minutes/no later than 15 minutes prior to start of site visit. Note that failure to arrive at front gate prior to 9:45 A.M. may be grounds for exclusion from site visit, as there will a one-time escort for all attendees (i.e. escort will not return to front gate for those who arrive late).

Description:  The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform OWS cleaning and maintenance services, as defined in Attachment 2 Performance Work Statement.

Evaluations factors will be Best Value determination by evaluation of Responsiveness, Technical, and Price as set out in Attachment 1: Provisions and Clauses under Addendum to 52.212-2.

If all answers to questions submitted within this timeframe are not provided at least three (3) business days prior to bid due date, bid due date will be extended accordingly.
