Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source, Firm-Fixed-Price (FFP) order to The Boeing Company (TBC) to procure sustainment and repair support of Infrared Search and Track (IRST) Weapon Replaceable Assembly (WRA) test assets during Development Test. This order will be placed on the already awarded TBC Basic Ordering Agreement (BOA). The anticipated periods of performance for this effort is 18 months from date of award.
This procurement is being pursued on a sole-source basis under the statutory authority USC 2304(() (1), as implemented by Federal Acquisition Regulation (FAR) 6.302 "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." TBC possesses the technical and engineering data, specialized engineering capability, subject matter expertise, resources and detailed knowledge required for the repair of IRST WRA’s. As such, TBC is the only firm that can provide the services within the required timeframe.
This synopsis is for informational purposes only and is not a request for competitive proposals. Responsible sources may submit a Statement of Capability and Qualifications to the Contract Specialist listed demonstrating their ability to perform the Government's requirement and shall provide proof of approved facility and personnel clearances necessary to meet the delivery schedule required within 15 days from the publication date of this announcement. The Government will utilize the capability statements received solely to confirm the sole source acquisition approach or to reconsider a competitive procurement. A determination not to compete this requirement is solely within the discretion of the United States Government.
There is no commitment by NAVAIR to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
