Description

Presolicitation Notice for a Commemorative Wooden Urn and Plaque Set The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) furnishes headstones, markers, niche covers and medallions (monuments) to mark the graves and memorialize eligible individuals worldwide. Section 2207 of Public Law 116-315 authorizes VA to provide urns and commemorative plaques for the remains of certain Veterans whose cremated remains are not interred. These plaques and urns are memorial products that have not previously been provided by VA. Purpose The purpose of this contract is for a Contractor to manufacture and distribute, upon submission of an order request from NCA, the following commemorative products to any address worldwide: (P2) Commemorative Plaque (P6) Commemorative Urn General This contract shall include all labor, materials and delivery, (to include a proof of delivery with signature), necessary to furnish a commemorative plaque or urn to each Consignee s address. Provide all labor and material as noted in section 4.0 needed to manufacture, assemble and package per each order received. Shipments shall be Freight on Board (FOB) Destination utilizing small package carriers, e.g., Federal Express Ground, UPS Ground, USPS Parcel Post. Returned Goods call tags shall be included with each shipment attached to the Package Insert, Addendum 2. The Contractor shall maintain a list of orders received to include the specific shipping information to include date shipped, carrier name and tracking #. The commemorative plaque and urn will be manufactured, laser etched and the brass plate inscribed per each order according to the attached drawings. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, is determined to be in the best interest of the Government, price and other factors considered. A COMPARATIVE ANALYSIS MAY BE USED. An offeror s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. The Government reserves the right to award a contract to other than the low offeror. Factors that will be evaluated to determine award are past performance, technical, and price in that order of importance. Samples failing to meet the submission requirements will be removed from further consideration as nonresponsive. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This is a solicitation with tiered evaluations for SDVOSB, VOSB and SB businesses. The NAICS Code is 321999.  Size standard is 500 employees. Electronic solicitations will be available for download from https://sam.gov/ on or about January 17, 2024. Questions are due by 1:30 PM Eastern on January 29, 2024 to Katherine.iacovelli@va.gov. Responses to the solicitation are due by noon Eastern time on February 7, 2024. Any amendments to the solicitation will also be available at https://sam.gov. Offerors are advised they are responsible for obtaining any amendments.  NOTE: This was solicited in 2022 with the full intent of making an award. The award was not made as the Public Law was not published at the time.
