Description
This is NOT a request for proposal or invitation for bid. Naval Facilities Engineering Command (NAVFAC), Public Works Department (PWD) Newport, located at Newport, Rhode Island, announces a requirement for a Firm Fixed Price (FFP) contract for Geese Deterrent Services.

The Government will issue the solicitation as an Invitation for Bid (IFB) as an unrestricted (Full & Open Competition) requirement. Contract award will be based on Far Part 14 – Sealed Bidding. Award shall be made on the total sum of the Base Bid and (2) option years to the responsive and responsible bidder with the lowest price acceptable to the Government.
The IFB will be issued on or about 1 December 2023. The offeror is responsible to monitor and download any amendments for the solicitation from the Contract Opportunities (https://beta.sam.gov) website.
Description of Work:
The contractor shall utilize at a minimum one (1) herding dog, one (1) radio controlled model boat, and one (1) radio controlled model land vehicle. The Contractor shall be responsible for the ownership and use of the working dog (s) and radio controlled model vehicles at the Naval Station Newport, for Geese harassment within designated areas.
On site contractor personnel must possess a degree in wildlife management or related field, with a minimum of 1 year of experience in successful Canada Geese programs for large sites. Contractor ownership must possess a Master’s or higher degree in wildlife management or in a related field, with a minimum of 8 years of experience in wildlife management. In addition, contractor ownership shall have a minimum of five (5) years’ experience with the use of herding dogs for bird harassment. The contractor shall submit individual project summaries within the past three (3) years of experience in work similar to this work.

NOTE: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
