** 30 December 2021 - Reminder that bidding closes today at 2:00PM AKST. Late bids will not be accepted, so please plan accordingly to submit your bid before the close. A public bid opening will be held at approximately 2:15PM at 7252 Gibson Ave under the canopy adjacent to the 176CES parking lot - anyone is welcome to attend. Maj Van Fossen will post the bid abstract from the bid opening results by EOD. Maj Van Fossen will be posted outside of the Boniface Gate (the pulloff before the construction fence) beginning at 1:00PM to accept bids. Mr. Gerald Romig will also be accepting and time stamping bids at 7252 Gibson (176 CES building). If delivering your bid to Mr. Romig, please enter the side door (door directly facing the parking lot) and his office is the first door on the right. Thank you for supporting 176WG projects!**
** 28 December 2021 - Amendment 4 and Amendment 5 have been posted. Amendment 4 answers additional questions from the site visit. This is the final Q&A that will be posted due to the fast approaching solicitation close date. Amendment 5 deconflicts the solicitation close date so that the SF1442 and this posting are consistent. The solicitation close date is 2:00PM on 30 December 2021. Maj Conner Van Fossen will be posted outside of the Boniface Gate (the pulloff before the construction fence) beginning at 1:00PM on 30 December 2021. The 176th Wing, Alaska Air National Guard, JBER, AK, invites you to an Invitation For Bid (IFB) to award a single firm fixed-price contract for repair of the Hangar 21 HVAC & Fuel Cell at the 176th Wing, Alaska Air National Guard, JBER, AK.
Base Bid Item: Non-personal services: services: Provide all plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to repair the Hangar HVAC & Fuel Cell IAW the Statement of Work (SOW) and the attached drawings and specifications prepared by Jacobs Engineering..
The magnitude of this project is between $1,000,000 - $5,000,000.
A bid bond in the amount of 20% of the offer or $3,000,000, whichever is greater, is required.
The total Construction duration is anticipated to be 270 days after notice to proceed for the base contract.
The North American Industry Classification System (NAICS) code for this work is 236220 Commercial and Institutional Building Construction. The Government anticipates this opportunity to be a total small business set- aside. The small business size standard is $39.5 million average annual revenue. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.
