Description

This Pre-solicitation Notice is to inform prospective offerors that The National Cemetery Administration will be soliciting proposals under Solicitation No. 36C78625R0001. Background: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) furnishes headstones, markers, niche covers, and medallions (monuments) for deceased veterans worldwide. Memorial monuments are also furnished to memorialize veterans whose remains are non-recoverable. The purpose of this contract is to provide On-Site Inscription Services for Houston National Cemetery; 10410 Veterans Memorial Drive; Houston, TX 77038 The Contractor shall provide all equipment, labor, utilities, shed(s) and materials necessary for startup and performing onsite inscription services using Cemetery inspected and approved, Government owned headstones, markers and niche covers. The Government will award a Firm Fix Unit Price Requirements contract resulting from this solicitation to the responsible offeror whose proposal is the best value to the Government. Proposals will be evaluated in accordance with FAR 13 Simplified Acquisition Procedures to determine which response represents the best as a whole. The award may be made without discussion. Factors that will be evaluated to determine award are Sample Submission, Past Performance, Technical, and Price in that order of importance with Past Performance being the most importance. Technical subfactors are Sample Acceptance, Methodology and Quality Assurance. Rick in each factor and as an overall factor will be considered. Samples failing to meet the submission requirements and their proposals will be removed from further consideration as nonresponsive. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its reasonableness and acceptability to the Government. This solicitation is being issued as set-aside for all small business registered in SAM. The NAICS Code is 561990.  Size standard is 500 employees, solicitations will be available for download from https://sam.gov on or about August 26, 2024. Questions are due by 1:00 PM Eastern on September 3, 2024 responses to the solicitation are due by 1:00 PM Eastern on September 10, 2024. Any amendments to the solicitation will also be available at https://sam.gov/. Offerors are advised they are responsible for obtaining any amendments.  Information shall be submitted in the manner requested in Solicitation Section E. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
