Notice of Intent - SPEX FORENSICS

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.

The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Spex Forensics 20 Knightbridge Rd, Piscataway, NJ 08854 for the purpose of procuring the following:

(3) HandScope LED 5 Wavelength Ultra-Portable LED based Forensic Light Source. (Part#HS-LED-5F)

(1) Spare Lithium Ion Battery for the HandScope LED (Part#5700008922)

(1) Spare External Charger for the Lithium Ion Battery of the HandScope LED (Part#5700008923)

(1) Shipping and Handling

Based on market research, and Government end-users, it has been determined that Spex Forensics Division is the sole manufacturer and distributor of the Handscope LED 5 Wavelength Ultra-Portable LED Forensic Light Source.

This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.sam.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing.

The FBI intends to negotiate with only one source under the authority of 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested parties may identify their interests and capability to respond to this requirement to the attention of Jonathan Johnson, email address: JEJOHNSON3@FBI.GOV  by Friday, February 4, 2022 (4:00 pm EST). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.

Vendors must be registered in SAM, effective May 22, 2019 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is "active," updated, and accurate by the response time of this posting, or your quotation will not be included in the competitive range. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
