Description

This Request for Quote (RFQ) is conducted to identify potential sources capable of meeting the requirements. Please review, in this order, the RFQ and the GitLab Assessment and Discovery SOW_AFRL_RCCR_28Sep2022, provided as attachments hereto.
 
The United States Air Force (USAF), through the Air Force Research Laboratory (AFRL), is requesting quotes to provide: Gitlab project improvements and Discovery Audit and Assessment, meeting the specifications and configuration requirements described in the attached documents. This is neither a new requirement nor a renewal, as this is a one-time purchase of a professional assessment (See attached SOW). This is not a purchase for any licenses, just the one-time assessment service that is expected to be completed within 1 year from the date of contract award, not to exceed 12 months. 

If a contractor believes that they have the capability and are qualified to meet the Government's requirement through the identified brand-name product(s), or equivalent product(s) meeting the specifications identified, please respond to this RFQ with an official quote.

Quote/Proposal
The quote/proposal should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. The package shall include the following information:
1. Name of Company
2. Address
3. Point of Contact (to include phone number and email address)
4. Recent, relevant experience in all areas should be provided
5. Firms responding to this announcement should indicate whether they are a large business, small business, Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), 8(a) certified business, Service-Disabled Veteran-Owned Small Business (SDVOSB), or Historically Underutilized Business (HUBZone)
7. Company Size and CAGE code
8. If your company is domestically or foreign owned (if foreign, please indicate the country of ownership)

The Government will award based off the following criteria:

EVALUATION OF OFFERS:

The provision at FAR 52.212-2, Evaluation -- Commercial Items (Oct 2014), will be used to evaluate quotes received.

The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

    •  In order for this quote to be considered “Technically Acceptable” it must meet:
    • The attached Statement of Work (SOW)

The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.

The Government reserves the right to contact the submitting parties as required, for further clarification on material provided. In addition, the Government will use its assessment of the information and other research to determine which sources appear qualified to perform the work required by the Government.

Respondents will not be notified of the assessment results.

PLEASE NOTE: If you're updating a quote or submitting a quote, please ensure that your proposal identifies a plan on how you are going to assess the current environment IN ACCORDANCE WITH the the requirements outlined in the SOW. A regurgitation of the requirements in the SOW will not suffice, as we will evaluate your proposal based on the requirements. In order to meet the requirements, the Government needs to know how your company plans on meeting the one-time assessment for the Gitlab requirement.
