This solicitation is for Basic Ordering Agreements (BOAs) under the NAVSUP Weapon Systems Support (NAVSUP WSS) HX Fastener Program. Agreements will be established with an ordering period starting on or around September 2023, expiring 5 years from the initial agreement date. Agreements may be given to multiple contractors.
This solicitation is for prospective contractors to submit detailed procedures demonstrating proficiency in the procurement of level 1 nuclear fasteners to required military specifications.
Under the established agreements, the Government intends to acquire a variety of Level I fasteners, which includes, but is not limited to the following:

There are no guaranteed minimum dollar amounts or quantities included in the agreement. Per Federal Acquisition Regulation (FAR) 16.703(a), this BOA is not a contract.
1. Delivery schedules will be specified at the ordering stage.
2. Pricing information will only be required at the Delivery Order Level
a. The Government anticipates issuing Firm-Fixed-Price Delivery Orders
b. The Government will issue requests for proposals amongst BOA holders
3. The parties to this BOA agree that orders issued hereunder shall become binding contracts upon issuance of the order. Orders will be issued on DD Form 1155, Order for Supplies or Services, or Standard Form 26, Award/Contract
4. Additional BOA solicitations will be released once a year to allow interested contractors an opportunity to submit a proposal for evaluation to obtain an executed HX Fastener BOA. The BOAs will be valid for a period of only up to five (5) years beginning from the effective date of the initial BOA execution. An annual synopsis for requirements falling under the scope of the HX Fastener BOA program will be released in SAM.gov. The annual synopsis will cover requirements that are within the scope of, and designated for, the HX program.
NOTE: The annual BOA RFP will be the only opportunity contractors will have to obtain a BOA in order to propose on Delivery Order Requests for Quotes (RFQ’s) issued within the year; BOA proposals will not be solicited, accepted, and will not be executed, at any time other than during the annual BOA RFP, even for those emergent requirements not specifically identified in the annual synopsis. Therefore, if a contractor desires to participate in any future HX fastener delivery orders that may arise within the year, it is imperative that the contractor submit a proposal in response to the annual BOA RFP.
