Description

Synopsis Umatilla Basin Water Monitoring 2017-2022 to extend award for an additional two months

The Department of Interior, Bureau of Reclamation, Pacific Northwest Region has a requirement to monitor and regulate the Umatilla Basin Project, Oregon as directed by Public Law 100-557. The applicable North American Industry Classification System (NAICS) is 221310 and the size standard is $30 million. The Service Contract Act applies to this procurement. The work consists of regulating, monitoring, and the protection of exchange water and McKay Reservoir storage releases. The information assists in mitigation of historical losses to anadromous fishery resources and assures the continued water service to Hermiston, West Extension, Westland, and Stanfield Irrigation Districts in accordance with existing water rights.

The Government intends to extend the current contract by two months to procure specialized services on a single-source basis, in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, and under FAR subpart 13.5 procedures. The entity to which the Government intends to award is State of Oregon. State of Oregon has the authority to: 1. Enforce State of Oregon Water Laws as prescribed by the Oregon Water Resources Department (OWRD); 2. OWRD own five of the high-dollar, high-tech gaging stations and the equipment at those stations; 3. OWRD will not allow anyone other than their trained personnel to access their stations or equipment. Reclamation intends to award the two-month extension to OWRD from July 1, 2022, through Aug 31, 2022.
