Description

The U.S. Army Contracting Command – Rock Island (ACC-RI) is seeking sources who can provide a Baker-Perkins Model 18 PUMM Explosive Mixer on a Brand Name or Equal basis.  This Sources Sought announcement is in support of market research performed by ACC-RI to determine interest and capability to provide this supply item.  The Request for Information (RFI) is for informational purposes only and is not to be construed as a commitment by the Government to procure any supplies, or for the Government to pay for the information received.  No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information provided. Consequently, no solicitation is being issued at this time.  Therefore, no award will be made as a result of providing this information.

McAlester Army Ammunition Plant (MCAAP) has a requirement for a 600 gallon Baker-Perkins Dual Planetary Vertical Mixer with Bowl, Model 18 PUMM explosive mixer capable of multiple bowl mixing.  The applicable North American Industry Classification System (NAICS) Code is 333248 – All Other Industrial Machinery Manufacturing and the Product Service Code (PSC) is 3690 - Specialized Ammunition and Ordnance Machinery and Related Equipment.  It is anticipated that a subsequent procurement will be a firm-fixed-price contract.  Delivery will be on an FOB Destination basis.  Any potential vendor must be a qualified manufacturer or authorized reseller of the mixer.  Interested vendors shall provide the following information to the point of contact listed below:

  1. Statement of your firm’s intention to bid and how it intends to meet the requirements stated above;
  2. Unique Entity ID, CAGE Code, Tax ID, and Point of Contact Information;
  3. Number of employees (for business size verification);
  4. Type of Socioeconomic Business Class (Examples:  Disadvantaged, Veteran Owned, HubZone, Women Owned, 8(a), ANC, NHO, etc.);
  5. Manufacturing plant name and location (for qualification country status verification);
  6. Your specific manufacturing skills or qualification that will ensure your capability to fulfill the requirement;
  7. Your firm’s production capability(Time Line to provide the complete requirement); 
  8. What method of shipment does your firm use?  How long does shipment from your manufacturing site to McAlester Army Ammunition Plant in McAlester, Oklahoma? How is the product packaged for shipping;
  9. Delivery/Hauling method (size of trucks);
  10. Provide your firm’s market conditions, terms and conditions, and product warranty information;
  11. Whether your firm has manufactured and delivered this product or similar to the Government;
  12. If #11 is yes, provide the provide the following information:  Government agency name, Government contract number, dollar value, Government point of contact information such as name, phone number, and e-mail address. If #17 is no, qualification as authorized reseller or Manufacture is required prior to submission of proposal/award.
