Description

In accordance with FAR 5.204, this notice serves as the Government's Pre-Solicitation Notice for the Education, Doctrine, and Instruction for Intelligence Efforts (EDIF-IE) acquisition. The Government intends to release the Final Solicitation within the next 15-30 calendar days.

The U.S. Army Contracting Command-Orlando issues this Pre-Solicitation Notice for an Indefinite Delivery Indefinite Quantity (ID/IQ), Single Source Contract for support of US Army Intelligence Center of Excellence (USAICOE) services located at Fort Huachuca. 

The Government intends to award a Single Source (ID/IQ) contract with Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and Cost Line Items, pending the approval of the acquisition strategy.  Award will be made under a competitive Small Business 8(a) set-aside under the North American Industry Classification System (NAICS) - 611430 – Professional and Management Development Training, with an associated size standard of $15M average annual revenue over three fiscal years utilizing best value trade-off source selection procedures.  The ordering period for this effort is expected to be five years with an estimated ordering ceiling of $48.5M.  The tentative time frame for RFP release is third quarter FY23 with award anticipated to be made in fourth quarter FY23. 

The Contractor shall provide non-personal services to develop and maintain current and relevant training products, guidance and instruction through continued research and analysis of doctrine, policies, and training methodologies. The Contractor shall provide the technical expertise necessary to support the Requiring Activities (RA) in providing up to date information on Military Intelligence (MI) doctrine and associated documents, teachings, and methodologies, and developing products for dissemination for the Army’s premier intelligence training institution is the USAICOE, located at Fort Huachuca, Arizona. The training topics are: 1. Lessons Learned, 2. Doctrine Production, 3. Doctrine Development, 4. Staff and Faculty Development, and 5. Learning Innovations.
