Description

The Defense Health Agency (DHA) Tidewater Contracting Division intends to negotiate a contract on a sole source basis (IAW FAR 13.501(a) sole source acquisitions). The proposed source is Abbott Rapid Diagnostics Informatics, Inc. of 2000 Holiday Drive, Suite 500, Charlottesville, VA 22901.

This is a non-personal services requirement for a software interface system and accompanying maintenance support services that connects point-of-care test results and instruments to the Department of Defense Composite Health Care System (CHCS)/Genesis health record system. The software and support services should track user certifications, reagents lot numbers, quality control, calibration, expiration dates, and manage patient results, devices, and device configurations.  The requirement includes providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items as necessary. Other tasks include managing overall implementation, organizing the necessary resources to provide technical guidance, installation, testing, support for system configuration, training, and annual technology license. The software should interface through VPN connections and all supplied software shall be certified free of malicious codes/damaging properties such as viruses, Trojan horses, worms, spyware etc. Software maintenance releases shall be provided as soon as possible after release but no later than 14 days after release.

The awarded contract will be for a period of 12 months. The software system shall have the ability to interface the below devices:

There are not set-aside restrictions for this requirement.  The intended procurement will be classified under North America Industry Classification System (NAICS) 513210 - Software Publishers.  This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product.  All capability statements received by the closing date of this synopsis will be considered by the Government.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
