Presolicitation Only

1. Introduction.

This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this presolicitation. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.

2. Applicable North American Industry Classification System (NAICS) Code.

The applicable NAICS CODE: 237110 – Water and Sewer Line and Related Structures Construction

(Size Standard in millions of dollars $45M).

3. Type of Contract to be Awarded.

As a result of this presolicitation and possible solicitation, the Special Project Operations Center, Intermountain Branch, plans to award a firm fixed price contract.

4. Type of Solicitation.

The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”.

5. Presolicitation Posting Period.

This presolicitation will be posted for 19 days.

7. Contract Description.

Work consists of construction, development, testing, and disinfection of one new domestic water well and installation of a new submersible pump to include all necessary electrical, pipe connection, and installation controls to put a new well into operation. The Contractor shall be responsible for furnishing all necessary materials and equipment and performing all necessary work for the construction, development, testing, and disinfection of one domestic water well. Construction and development of the new well and installation of a submersible pump shall be performed by a licensed well driller, licensed to perform work in South Dakota. Proof of well driller’s license will be required.  

8. Project Location.

The work will be conducted near 12782 Nemo Road, Nemo, South Dakota.

9. Estimated Period of Performance.

June 30, 2025, through October 28, 2025

10. Disclosure of Magnitude.

The anticipated magnitude for this project is between $25,000 and $100,000.

11. Type of Set-aside.

Total small business set-aside.

12. Responses.

Interested and capable sources are encouraged to respond to this presolicitation with a Statement of Capability.
