Description

This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.

The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is seeking potential sources for Otto Fuel Detectors. The following offers guidelines on specifics of the requirement: 

REQUIREMENTS: The Contractor shall provide a specified quantity of RAID-M100 hand held PGDN Detectors and corresponding consumable material to the locations specified in the contract.  The Contractor shall provide a quantity specified by the order of the RAID-M100 hand held PGDN Detectors for the detection of chemical vapors within two prescribed libraries.  Detects PGDN (Library A) and selected toxic industrial chemical vapors (Library B) as standard.  Library A includes:  PGDN (15ppm sensitivity), HCN, HSI, GSI.  The Contractor shall also provide a supply of consumable materials to fulfill a requirement of NSWC IH Otto Fuel Detector In-Service Engineering Agent (ISEA).

Interested sources must identify their current facility clearance level, and they must also have exclusive rights to sell Bruker Detection RAID-M100 Detectors capable of detecting Otto fuel II, Propylene Glycol Di-Nitrate (PGDN), and Hydrogen Cyanide.  In addition, interested sources must have a detector power source already approved for U.S. Navy use by the Nuclear Regulatory Commission (NRC).  

All interested sources shall provide a company brochure or list of specifications, organization name, address, a point of contact, 
phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. 
All responding sources must email their response submissions no later than 20 September 2024
