Description

AMENDMENT 1

The purpose of this amendment is to extend the due date for offers/quotes from August 15, 2023 at 12:00pm EST TO August 22, 2023 12:00pm EST.  

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes as the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number D-23-CP-0030 is being used as a Request for Quotation (RFQ) number. This solicitation is a 100% small business set-aside.  As required by FAR 4.1102, offerors are required to be registered in SAM (The System for Award Management) at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.  This solicitation is under NAICS 532289. Please see the attached documents for detailed requirement information.

All quotes shall be on an all or none basis, alternate quotes will not be accepted. All sources shall submit a quotation which will be evaluated. In accordance with FAR Part 13.106 Simplified Acquisition Procedures - Soliciting competition, evaluation of quotations or offers, award and documentation, the Government intends to issue a single firm-fixed priced (FFP) purchase order to the eligible, responsible offeror whose quote conforms to the requirements of this solicitation and offers the best value to the government, price and other factors considered.  Evaluation factors include, in no order of precedence: 1)Price, 2) Technical Capability including overall appearance of products, and 3) Past Performance

Technical Capability:

  1. The offeror must list the specific dimensions (L x W x H) in feet of the tents they are proposing.  Tentage be as close to the dimensions listed in the Statement of Work as possible. 
  2. The offeror must submit real-life photos of the actual tentage to be used (not stock photos from catalogs) along with a description of the tent manufacturer(s) and models
  3. The offeror must provide a brief description of how the set-up and take-down will be completed in a timely manner, conforming to the requirements of the statement of work.  Approximate size of crew, supervision, equipment to be used – to include anchoring, must be addressed.

Past Performance:

  1. The offeror must submit written references for Past Performance of similar projects performance for the Federal or State governments (preferred) or commercial/private entities in the Washington D.C area within the last 3 years to include contract numbers, total contract values, points of contact (name/phone numbers), locations/agencies.  Real-life photograph are encouraged. 

A site visit will be conducted on August 9, 2023 from 1:00pm – 2:00pm, and attendees must pre-register by email to Andrew.J.Craig@dea.gov.  Registration emails must include the solicitation number and “SITE VISIT” in the subject line.  Questions will not be accepted during the site visit.  Any questions must be submitted in writing no later than August 10,  2023 at 10:00 AM EST. The deadline for submission of quotes is August 15, 2023 at 12:00 PM EST. All submissions (questions and/or quotes) shall be submitted electronically by email to Andrew.J.Craig@dea.gov with the solicitation number included in the subject line. No late submissions (questions and/or quotes) will be accepted.
