NOTICE OF INTENT TO SOLE SOURCE – Wiley Online Digital Platform

Synopsis:

MICC-West Point intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1)(i), “Only one source reasonably available” based on the company being the sole provider for the services and is therefore the only source capable of satisfying the Government requirements. The Government intends to solicit and negotiate with:

This is a new requirement for digital licenses to access John Wiley & Sons, Inc. digital platform through the Jefferson Library at West Point, NY.  This is a base + three (3) option periods for CLIN’s 0001, 1001, 2001, and 3001 and the period of performance is from 01 January 2024 through 31 December 2027.  The NAICS Code is 51310, Book Publishers with a size standard of 1,000 employees. 

This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
