Description

1. This is a Combined Sole Source Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals and a written solicitation will not be issues. 

2. The United States Coast Guard (USCG) Special Mission Training Detachment-Dive (SMTD-Dive) intends to negotiate a Sole Source Firm Fixed Price (FFP) to DIVE LAB, INC 1415 Moylan RD Panama City, Florida 32407-4069

3. This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13.

The purpose of this acquisition is to award a sole source Firm Fixed-Price Purchase Oder to DIVE LAB, INC. for the purchase of One Extreme Lightweight Diving System (XLDS). Only one source is capable of providing the supplies at the level of quality required because the supplies are unique and highly specialized. The equipment is proprietary in nature along with being the only authorized equipment item to be used by the CG Dive training center.

This notice serves as both a synopsis of the requirement and public notice of the USCG’s intent to sole source. This action is being taken in accordance with FAR 13.106-1(b)(1). A determination by the Government to not complete this proposed requirement based upon responses to this noticed is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice.

Written responses to this notice shall be sufficient documentation to establish a bona fide capability to fulfill this requirement. All responsible sources may submit a capability statement, proposal, or quotation to be considered by the agency. All responses to this posting must be in writing via the https://beta.sam.gov.

By August 12, 2022 Time: 1100 EST and reference no. 62200PR220001164. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations will be conducted with DIVE LAB, INC, as the only source and delivery order will be issued without any additional notices being posted. Any and all questions regarding this solicitation shall be submitted in writing to CWO4 John Caicedo - email John.H.Caicedo@USCG.Mil.

As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG’s public notice requirements.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The U.S. Coast Guard (USCG) is responsible for managing the training, education, and development of programs to meet the needs of its active duty, reserve, and civilian workforce. The purpose of this Combined Sole Source Synopsis/Solicitation is to obtain the required services/supplies at SMTC-Dive aboard Panama City, Florida and provide highly proficient training to all required USCG personnel.
