This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912MM-23-Q-0024 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 336212 with a small business size standard of 1,000.00 employees.

This requirement is a Small Business Set-Aside and only qualified sellers may submit bids.

The National Guard - South Dakota requires the following items, Purchase Description Determined by Line Item, to the following:
LI 001: 1.) One Trailer solution, integrated with two separate fuel tanks 2.) Multi-tank system for each type of fuel, LESS than 115 gallons (maximum) each.3.) Each fuel tank will have a separate fuel type; one for DIESEL and one for UNLEADED gasoline.4.) Each tank needs its own 30-foot retractable hose reel, nozzle, and analog meter to accurately meter the amount of fuel for accountability.5.) The trailer needs a fire extinguisher and a retractable grounding cable for safety.6.) Each tank needs its own 110V, 20 gallon per minute (minimum) fuel pump, and a separate 3500-watt (minimum) generator.7.) Hose reels and grounding cables equipment needs to be in an enclosure.tanks need to be Department of Transportation approved, and double-walled.8.) The trailer and tanks need to have a durable, all-weather coating to handle the harsh elements of South Dakota., 1, EA;

For this solicitation, National Guard - South Dakota intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - South Dakota is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at https://marketplace.unisonglobal.com. Use of Unison Marketplace: Buyers and Sellers agree to conduct this transaction through Unison Marketplace in compliance with the Unison Marketplace Terms of Use. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive.

New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.

Bid MUST be good for 30 calendar days after close of Buy.

Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.

This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
