This notice is to extend the current period for vendor responses/market reserach to April 25, 2022. See response deadlines above.

Summary:

I.   Introduction

The U.S. Railroad Retirement Board (RRB) is an independent agency in the Executive Branch of the Federal government. The RRB’s primary function is to administer comprehensive retirement/survivor and unemployment/sickness insurance benefit programs for railroad workers and their families under the Railroad Retirement Act and the Railroad Unemployment Insurance Act. The RRB also administers aspects of the Medicare program and has administrative responsibilities under the Social Security Act and Internal Revenue Code.

The RRB headquarters is located at 844 N. Rush Street in Chicago, IL 60611. The RRB currently employs approximately 900 employees who work in its headquarters and in 53 field offices across the country in localities easily accessible by large numbers of railroad workers.

II. Purpose

As part of an Information Technology Modernization Program Initiative, the RRB is issuing this Request for Information (RFI) to allow interested vendors an opportunity to present information on available mass email services (MES) project that meet the specifications outlined in section’s III and IV below. .

III. Background

The RRB is seeking to learn more about well-established and proven MES solutions and solution providers that provide mass email services.

The RRB is looking for a solution that is secure and can integrate with M365 and/or integrate via APIs to services. That can rapidly send mass emails, cannot share collected data, allow for modifications to templates, creation of email groups, import bulk email contacts, ability to generate reports during and after delivery, support services, training and testing and can be a cloud or hosted service. Email rate of at least 50,000 emails per hour and not larger than 10MB each is anticipated.

IV. Requirements in Response

  1. Business name, address (telephone, email), point of contact information, size standard applicable to your business.
  2. Whether your services are available via a Government-wide contract vehicle or Open Market.
  3. Provide yours DUNS/UEI number.
  4. Proof of registration in System for Award Management (SAM). See FAR 52.204-13.
  5. A brief capabilities statement (not to exceed five pages) that includes a description of your company’s standard line of business, as well as a list of 3-5 customers and their contact information that your company currently or has provided MES services. For past performance, please offer a reasonable level of detail of the services that were performed for each client.

V. General Information

  1.  Interested parties may include any additional relevant information, diagrams, or sales pamphlets that may enhance the description of the contractor's available equipment and services.
  2. The RRB reminds responding interested parties that the RRB does not intend to award a Delivery Order or Contract on the basis of this RFI. This is not a solicitation for offers or bids, and the RRB will not transmit acknowledgements of receipt of response submissions.
  3. Parties are invited to submit courtesy copies of packages to proposals@rrb.gov AND to Michel.disalvio@rrb.gov to insure timely delivery to this office by April 20, 2022.
